Placing a Textframe above an Image

Hi folks!
As I'm sitting here with 2 Framemaker-books i just went through +
google spitting out useless stuff im here to ask for your help:

I've got 2 textframes, one is big (WHOLE A4 site: 210mmX297mm) and the
otherone is very small (4x20mm, rotated by 270°) wich is IN the huge
frame.
Trying to send them to front/back doesnt make anything i could need!
(or i'm dooing smth. wrong)
In the Huge textframe i got a Variable wich is beeing filled up with an
Image (image goes over the whole site as well, nearly, 210mmX297mm).
I want the little textframe to be ON the image so i can still see the
text wich is there (variables beeing filled up with text)
yes there is space on the image so that the text should be visible!

but i can't figure out HOW i get the textframe to be ABOVE the image
wich i load into another textframe! (this is done by another
application!)

any help would b gr8!

Check the runaround properties of the graphic. Might have to set it to
"Don't run around" and then send it to back.
