Space before first line on page

Is there any way to get the "space above" in a paragraph format to be
recognized for the first line on a page in Frame? I know you can get a
similar result by putting a blank line before the line you want to have
space before, but my users are going to balk if they have to do that.

Any help appreciated.

Figured it out. You have to put an empty graphic frame on the
reference page and then insert that before the paragraph in question.
Neat trick.
